Historic railway equipment is constructed of materials that will deteriorate, even in the most ideal conditions, if left outside for a period of time.
Even in the relatively arid climate of Utah, outdoor storage is not ideal, as indicated by this piece of equipment, sitting at the Utah State Railroad Museum. This is just a fundamental truth of historic railway preservation.
Indoor storage sounds expensive, and it is, see Mr. Kutellas comments below. However, in the long run, it is more expensive to perform restoration work over and over, or let a piece of equipment deteriorate further outside.
